We Could Not Complete the Install because an Update Service was Shutting Down
This is an incident which happened to us recently. For instance, in one of our Windows 10 Home Single language with Version 2004 and OS build is 190.41.388. We have got an error on Windows update, which states “we could not complete the install because an update service was shutting down”.

After doing an investigation, we come to know that Windows can’t be updated as Windows Services are disabled for some reasons. The reason could be any, such as any software installation, internet interruption while system update is in process, then, Windows update may abort midway and you will get this error message:
we could not complete the install because an update service was shutting down
How to Fix Issue “We Could Not Complete the Install because an Update Service was Shutting Down”?
Note: The given steps are specifically for Windows 10.

Step 1. Open the Run dialog box with Win + R and type services.msc, then hit Enter or click OK
- Scroll down and locate Windows Update
- Check out the Startup Type is set to Manual (Trigger Start), which is not an expected behavior.
- It supposes to be set to Automatic
- Click General Tab
- Select Startup Type: Automatic from the drop-down list
- Finally, click on Apply along with OK to save settings and close the screen
To check this, go back to Windows update option by following Windows Settings App –> Update & Security -> Windows Update -> Click Retry or check for updates

- Press Win + I to launch Windows 10 Settings App
- Click Update & Security
- From the left pane, click Troubleshoot
- Now to the right pane, locate and select Windows Update and click “Run the troubleshooter”
